Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are conducted: optimistic declarations are delivered from multiple capitals. Considerable effort is expended on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from across the border, a ability enabled by current data. From observation points, military aircraft that had been dispatched to engage hostile guided weapons streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely delivered by partner states. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: possibly the incoming missile won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Ongoing Risks
Following this, a automatic firearm opened up on a drone in the vicinity, part of a defensive team – probably imported technology. Sadly, the bullets missed the hostile drone – it continued its flight toward its destination.
Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a need that regional partners are clearly incapable to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from American leadership provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new proposal from Washington adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This pattern will, certainly, endure.
Tactical Assessments
It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership operates on a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is impossible to pressure the Kremlin to surrender the land that it already controls in Ukraine's south or east.
The issue is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through statements or actions, from thinking that the status quo will not shift further in its advantage in the near future.
Opposing Positions
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but averting a total frontline collapse until situations evolve in its advantage.
Current Realities
Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.
While new initiatives based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on sustained allied backing.
